We all have our past loves. You need to find someone who's ready to truly move forward with you. It's a push-pull, and it's messing with her - it's really her that has to put up that boundary and let him go as someone who isn't good for her, but until she's ready, this will be a continuous problem. He seems to be playing with her as well, not drawing boundaries either...it's just not a good situation.
